The incidents that took place on Tuesday midnight are testimony to the fact that a caged parrot such as CBI can never succeed in superseding its bosses. The department lies paralyzed since then. CBI chief Verma showed interest in investigating Rafale deal has been sent home. An incharge officer has replaced him for the time being. The government is snooping on the warring CBI officers. They have been treated very badly. This fight, earlier perceived to be between two officers has turned into a major issue involving the central government. Rakesh Asthana was appointed to work in favour of the government. Modi government had foreseen the chances of Rafael issue getting into the hands of CBI. Hence Asthana was brought in to occupy a powerful chair much before to do the necessary firefighting.

Asthana has been facing charges of corruption even before. After joining CBI Asthana began to work like an extended arm of the government. He exhibited non-cooperation pertaining to issues that involved government. The CBI began to probe a complaint against Asthana alleging the officer having received bribe from a renowned meat exporter. Obviously, the government did not want any probe against Asthana. CBI chief Alok Verma had all constitutional powers to probe this complaint. But Asthana had high connections. How does one check the veracity of investigation when the complaint is against a highly placed person who has to do the job of probing such complaints?

Hence the government should have sent Asthana on leave when the allegations were made against him. Instead, the government stood in his support. Why should the government adapt soft stance against an officer who is facing corruption charges? Is the government also a party to this transaction? Why should the government interfere with the investigation? By sending both officers on leave the government has set of to solve both roadblocks in its way. How can Alok Verma’s complaint against subordinate be deemed as a personal one? The victim has already complained against Asthana.

An investigation to prove this complaint should not be deemed as a personal difference between two officers. Sending Asthana home is one thing, but to send Alok Verma on compulsory leave for having discharged his duties is an inappropriate step. This lacks proper reasoning. Under the guise of sending Asthana home the government actually wanted to send Alok Verma on leave. Because Verma headphone interest in probing the Rafael case and had begin to collect documents regarding this deal. should the CBI seriously probe Rafael deal the government is apprehensive that a lot of heads main roll in this case.

In this context, the disagreement between two officers has been projected as scuffle and both have been sent home. The government is not empowered to act on CBI directly. But this midnight operation goes to prove the government is very scared at the moment. Till recently people would only allege that the government was using investigating Agencies to settle scores on its enemies. If one had a closer look at the rates conducted across the nation 20 allegations sounded partially true sometimes. The government has taken one step further in this regard. It has proceeded to finish the CBI which was going to raise its paw against the government. This is for the first time in the history of this nation that an operation of this nature against an investigative agency has taken place. This goes to show we do not have a functioning democracy in this country. government has suffered for the loss of loss of face by trying to snoop on Alok Verma by placing four intelligence officers near his house.

What is the need for the government to spy on Alok Verma? Who ordered the intelligence officers to stand guard outside his house? having destroyed the economy of the country in the last 4 years, the Modi government is out to destruct every functioning government department. It has interfered with the defence matters and even used Army to reach its own ends. It has interviewed with the Judiciary system as well. It succeeded in bringing the government friendly judge to further its own interest in the highest court of this country. IT officers were used to shut the opposition. It threatened the media Agencies that published on save reports about its functioning. Now it is out to destroy a premier investigating agency like CBI. this is the action government is out to take against Agencies that are going to lawfully investigate into its functioning. All these development are an indication that a person is perceived to be bigger than the nation. This is an indication that in the coming days the government may even use agencies like RAW to suit its agenda. After all these are we to believe there is no emergency situation in this country?

Bengaluru (PTI): In an effort to end the logjam over the Governor's address that has stalled proceedings for the past week, Karnataka Assembly Speaker U T Khader on Wednesday ruled that legislators should not discuss Thaawarchand Gehlot or his conduct in the house, saying such debates send the wrong message to the public.

The House has witnessed repeated disruptions and adjournments since the session began on January 22 over the issue of the governor's conduct.

During his address to the joint sitting of the Karnataka legislature on January 22, Gehlot read out only three sentences from the 122-paragraph speech prepared by the state government.

The speech included criticism of the Centre for replacing the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) with the Viksit Bharat–Guarantee for Rozgar and Ajivika Mission (Gramin) (VB-G RAM G), portions of which the governor declined to read.

Concluding his address in about two minutes, the governor left the house, triggering a commotion as Congress legislators attempted to gherao him and raised slogans.

While the opposition BJP accused the ruling Congress and its ministers of "insulting" the governor and demanded action, the treasury benches countered by claiming the governor had "insulted the National Anthem by leaving before it was played."

The house again witnessed heated arguments on the issue earlier in the day, leading to adjournment.

During the interruption, Khader held a meeting with ministers and opposition members to resolve the impasse.

When proceedings resumed, the speaker delivered his ruling.

Referring to the events of January 22 and the subsequent debate, Khader said the conduct and discussions had conveyed the wrong message to the public.

"Our conduct as members of this House and the opinions expressed must be in good taste and in accordance with constitutional provisions. They must uphold the dignity of the House and its members. We must introspect in this direction," he said.

He stressed the need for caution to ensure that such incidents are not repeated in the future.

"Let us end this matter here, continue the discussion on the motion of thanks to the governor, and refrain from discussing the governor or his conduct in this house," the speaker said.

Leader of the Opposition R Ashoka said the house should express regret over what he termed an "insult" to the governor.

Responding, Chief Minister Siddaramaiah said the situation would not have arisen had the governor read out the entire address.

"Asking the house to express regret is not appropriate. Why did the governor leave even before the National Anthem was played," Siddaramaiah asked.

BJP MLA S Suresh Kumar reminded Siddaramaiah that as Leader of the Opposition in 2011, he had asked then Governor Hansraj Bhardwaj to curtail his address.

Bhardwaj had subsequently placed the address on the table of the house, requesting members to treat it as read.

Siddaramaiah said the situation in January 2011 was different from the present one.

The debate grew intense, leading to another adjournment of the house.
