Ernakulam: In a major step towards digitising access to justice, the Kerala High Court has introduced e-filing services across 57 jails in the state. This move will now allow prisoners to file jail appeals and other judicial petitions digitally, including applications for parole and furlough.
Until now, jail appeals under Section 424 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, were prepared on paper and physically sent to the High Court. Recognising the need for a digital alternative, Chief Justice Nitin Jamdar directed officials to explore the feasibility of enabling e-filing from prisons.
Following this directive, a meeting was convened between the Registrar-General of the High Court and officials from the Prisons & Correctional Services Department. It was agreed to extend the High Court’s e-filing facility to prison authorities through the Case Management System (CMS).
To ensure a smooth transition, two Standard Operating Procedures (SOPs) have been formulated. One by the Kerala State Legal Services Authority (KeLSA), which outlines the coordination among Legal Aid Defence Counsel, Jail Visiting Lawyers, and the High Court Legal Services Committee (HCLSC). The other, prepared by the High Court’s IT Directorate, standardises the digital filing process using CMS login credentials assigned to each jail’s officer-in-charge.
Login credentials for all 57 jails have already been generated under the CMS. The Chief Justice has approved both SOPs, and the new e-filing system will be operational from July 1, 2025.
