Notification for vice president's election issued, nomination process begins
New Delhi (PTI): The Election Commission issued a notification on Thursday for the September 9 election to the office of the vice president, kickstarting the nomination process.
According to the notification, August 21 is the last date for filing nominations and the documents will be scrutinised on August 22.
August 25 is the last date for the withdrawal of nomination.
The vice president's post fell vacant on July 21 following the surprise resignation of Jagdeep Dhankhar, who cited health reasons for his decision. His term was to end in August 2027.
According to constitutional provisions, in case of a mid-term poll, the incumbent gets a full five-year term.
A person cannot be elected as the vice president unless he is a citizen of India, has completed 35 years of age and is qualified for election as a member of the Rajya Sabha.
A person is also not eligible if he holds any office of profit under the government of India or a state government or any subordinate local authority.
The ruling NDA has a comfortable edge in the vice presidential elections.
The vice president is elected by the members of the Lok Sabha and the Rajya Sabha, with nominated members of the Upper House also eligible to vote.
The 543-member Lok Sabha has one vacant seat -- Basirhat in West Bengal -- while there are five vacancies in the 245-member Rajya Sabha.
Of the five vacancies in the Rajya Sabha, four are from Jammu and Kashmir, and one from Punjab. The seat from Punjab was vacated after AAP leader Sanjeev Arora quit following his election to the state assembly in a bypoll last month.
The effective strength of both the Houses together is 786 and the winning candidate will require 394 votes, considering that all eligible voters exercise their franchise.
In the Lok Sabha, the BJP-led NDA enjoys the support of 293 of the 542 members. The ruling alliance has the support of 129 members in the Rajya Sabha, assuming that the nominated members vote in support of the NDA nominee, which has an effective strength of 240.
The ruling alliance has the support of 422 members.
Article 66 (1) of the Constitution provides that the vice presidential election shall be held in accordance with the system of Proportional Representation by means of the single transferable vote and the voting at such election shall be by secret ballot.
In this system, the elector has to mark preferences against the names of the candidates.
The vice president is the second highest constitutional office in the country. He serves for a five-year term, but can continue to be in office, irrespective of the expiry of the term, until the successor assumes office.

Gujarat voted for development & good governance, says Pradhan as BJP sweeps local body polls
New Delhi (PTI): Union minister Dharmendra Pradhan on Tuesday said the people of Gujarat have reaffirmed their faith in the politics of development, stability and good governance as the BJP swept the local body elections by winning all 15 municipal corporations and 33 out of 34 district panchayats in the state.
Thanking the voters, Pradhan said the result is a testament to the people's unwavering trust in the BJP, the relentless hard work of the party workers and the strength of the organisation under the guidance of Prime Minister Narendra Modi and the leadership of Chief Minister Bhupendra Patel.
“The people of Gujarat have once again made it clear that their trust remains firmly aligned with the politics of development, stability and good governance. I express my heartfelt gratitude to the people of Gujarat for the support received by the BJP in the local body elections,” Pradhan posted on X.
“Under the guidance of the Hon'ble Prime Minister Narendra Modi and the leadership of Gujarat's Chief Minister Bhupendra Patel, this result is a remarkable testament to the people's unwavering trust, the relentless hard work of the Gujarat BJP workers, and the strength of the organisation,” he added.
Earlier, Prime Minister Narendra Modi thanked the people of Gujarat for what he termed a "sweeping mandate" in the local body polls, saying the bond between the state and the BJP has grown even stronger.
Modi said people have voted for the politics of good governance, and assured that the party would work harder to take Gujarat to new heights of progress.
Though final results for 250 taluka panchayats and 84 municipalities were awaited, data from the State Election Commission (SEC) showed that the ruling BJP won most of these local bodies while some were bagged by the Congress, AAP and Independents.
Polling was held on Sunday for 15 municipal corporations, 84 municipalities, 34 district panchayats and 260 taluka panchayats.
The BJP emerged a clear winner in the municipal corporations of Ahmedabad, Vadodara, Surat, Bhavnagar, Jamnagar and Rajkot, besides the newly created municipal corporations of Navsari, Gandhidham, Morbi, Vapi, Anand, Nadiad, Mehsana, Porbandar and Surendranagar.
