Were Muslims responsible for 95% of rapes in India in 2016 as claimed on social media?

This message is currently circulating on social media platforms. It claims that Muslim men are responsible for an overwhelming number of rapes and that most of the victims are non-Muslim women. This message states that these figures are from the year 2016.
Among those who have shared, it is Mahesh Vikram Hegde, founder of fake news website PostCard News on July 3, albeit without reference to the NCRB report. At the time of writing, Hegde’s tweet has been retweeted more than 1200 times. Hegde is also followed by PM Modi on Twitter.
The provocative claim has also been shared on Twitter and Facebook.
It is evident from this message that a fear psychosis is sought to be created among members of the majority community by portraying Muslims as sexual predators.
Does NCRB record rape crimes on the basis of religion?
National Crime Record Bureau(NCRB) is the nodal agency for the compilation of statistics on crime in India. The last report by the NCRB on ‘Crime in India’ which catalogs incidents of crime committed in 2016. According to the methodology section adapted in 2016, it is the ‘population’ segment that defines the demography on the basis of which crimes are recorded in the document. There is no reference to religion as a category for recording crime.
We have posted below relevant screenshots from the ‘Crime in India’ 2016 report. The data shown below is a tabulation of the incidents of rape across different states in 2016. As can be seen, there are two broad categories under which crimes of rape are tabulated- Age group of the victims, and offenders’ relation to the victims.
- Rape victims are categorized into age groups. There is no mention of women of a particular religion as victims.
- Offenders’ relation to the victim is tabulated, with the two broad categories of offenders known to the victims and not known to the victims.
As can be seen from the data in the ‘Crime In India’ report, there is no column for religion and the data is limited to age and offenders’ relationship with the victim.
NCRB: Wrong data and complete misrepresentation of facts
In an official statement given to Alt News regarding the claim, NCRB has clarified, “It is totally wrong data & complete misrepresentation of facts as NCRB does not collect data on the religion of accused & victims. It is malicious propaganda, which needs to be countered by the law-abiding citizens. Concerned officials have been advised to initiate legal action.”.
Incitement to communal hatred is a recurring theme in the social media ecosystem wherein ingenious ways are devised each day to further suspicion, prejudice, and hate. Such messages exploit the gullibility of social media users who may not be aware of the methodology and function of an institution like the NCRB.

'Godman' Kharat held in 8th sexual exploitation case; court denies police remand, sends him to jail
Nashik (PTI): Police took custody of self-proclaimed godman-cum-astrologer Ashok Kharat in an eighth case related to sexual exploitation of women and produced him before a Nashik district court which sent him to jail till May 12 after rejecting the plea for his police remand on Thursday.
On April 29, the Special Investigation Team (SIT) of the Nashik police in north Maharashtra filed a request application in the court demanding Kharat's custody in the eighth case.
After the court granted them the necessary permission, the SIT took custody of Kharat, who was in jail in connection with the seventh case of sexual exploitation registered against him.
The 'godman', named in a dozen FIRs related to rape and financial fraud, was produced before Chief Judicial Magistrate B N Ichpurani in the eighth case through video conferencing due to security reasons.
The eighth case related to Kharat allegedly sexually exploiting a woman who had approached him in search of solutions to her family problems, according to police.
During the hearing, the prosecution demanded police custody of the accused in the latest case.
However, the defence strongly opposed the demand and argued that the SIT was giving same reasons for police custody every time and there was no strong reason for accepting their plea.
The court accepted the argument put forth by the defence and remanded Kharat to judicial custody till May 12 in the eighth case.
The SIT will produce Kharat in the court on Friday again and seek his police custody in the ninth case. As the self-styled godman has been granted judicial custody in the eighth case, he will be sent to Nashik Road Central Jail and the SIT will take his custody from there.
Meanwhile, Kharat's judicial custody in the fourth case ended on Thursday. On April 18, the accused was remanded to judicial custody till April 30 in the fourth case of sexual exploitation of women.
In a related development, the SIT conducted a search at Kharat's office in the 'Canada Corner' area of Nashik city on Wednesday. A 'panchnama' (record of search and seizure proceedings) was conducted and the office was locked and sealed again.
Kharat, a well-heeled man with political connections, was arrested for the first time on March 18 after a woman alleged he had repeatedly raped her for three years.
He is accused of sexually exploiting several women by claiming to have divine powers and knowledge of black magic, and also committing large-scale financial fraud.
The SIT is conducting a probe into 12 cases of sexual exploitation and financial fraud registered against the astrologer in Nashik and Ahilyanagar districts.
