With ATMs suddenly running dry in several states, Congress President Rahul Gandhi on Tuesday slammed Prime Minister Narendra Modi for what he described as destroying India's banking system by ushering in "acchhe din" for fugitive jewellers Nirav Modi and Mehul Choksi.
