Mangaluru: City’s noted physician Dr. Srinivas Kakkilalya who hit the headlines earlier this week after a CCTV video from a local supermarket went viral in which he was seen arguing with a Supermarket owner who objected to the doctor for not wearing a mask.

Kakkilaya was booked under Section 4, 5 and 9 of the Karnataka Epidemic Diseases Act of 2020.

After the video went viral, two audio clips were also being circulated across social media platforms. In the audio clip purported to be a telephone call made to the owner of the Supermarket derogatory remarks have been made against Kakkilaya and his family.

Dr. Kakkilaya has now written to Mangaluru City Police seeking action against the people behind audio clips citing in one of the clips a person claiming to be Mr Pai has heard illegally instigating to the person on the other side of the call to file a false complaint against Kakkilaya and to put him behind the bars.

In his complaint to the Station House Officer (SHO) of the Mangaluru East Police Station, Kakkilaya has noted “I am a consultant physician rendering my service in the field of medicine since last about 30 years. After spread of covid 19 virus, I have treated hundreds of Covid patients and also made research studies on the said pandemic disease and also has been actively involved in providing various inputs to the Government in the matter of issuance of the advisories on the wake of the Covid 19. With my hard work, integrity and sincere service, I have earned a reputation and affection of my people in Dakshina Kannada and beyond.”

“I have been a regular customer of Jimmy’s Super Market, Kadri for more than a decade and the owner of the staff of the supermarket are acquainted with me. It is seen that the owner of the Jimmy’s Super Market illegally and unlawfully circulated the CCTV footage of the said incident to the social media which resulted in issuance of several defamatory statements and articles in my name, all over the country and beyond. This selective and illegal leak of CCTV footage, with audio recordings, appears to be a deliberate attempt to malign me and cause me immense harm.

“Since last 3 days, 2 audio clippings are going viral too, which seem to be recorded telephonic calls made by one Mr. Pai to the owner of Jimmy’s Super Market and another audio file having the other voice who claims to be my neighbour. I am enclosing herewith the compact disk comprising recording of these two audio clips” he added in the complaint.

“In the aforesaid audios the person who claims himself as Mr. Pai is heard illegally instigating to the person on the other side of the call to file false complaint against me and make me put behind the bars. He has also defamed me and my family and my late father, a freedom fighter, who also led a team for Goa liberation struggle, a member of Rajya Sabha and two time MLA of Karnataka, who sacrificed his all for the country and our people and is highly respected, by using abusive words like rascal, commi guy, and other highly derogatory words. In the same audio clip, Mr. Pai is also heard illegally instigating the supposed shop owner to physically attack me. It is evident from another audio clipping that he is also hand in glove with the person who is said to be a neighbour of mine and both by joining hands with each other have been constantly monitoring and following me and my family members, thereby hatched conspiracy to commit an act of threat, intimidation to my life and my reputation. The person claiming to be my neighbour in the second audio is also heard falsely claiming that I have been arrested from my house, and this false claim, having gone viral, caused immense anguish to all my wife and son and all family members and well-wishers, and this false claim also resulted in many news portals carrying the same false news, further causing me immense harm.

“The illegal recording and deliberate leaking of these audio clips appear to be suggesting that these people are clearly keeping track on my movements, creating and spreading false information, and are intended to cause me physical harm, and to cause immense damage to my hard earned reputation and respect and also to insult my family and my late father Sri BV Kakkilaya” he further wrote.

“Your goodselves is hence requested to take cognisance of the offence and register the case and take appropriate penal actions against the persons who have committed the aforesaid penal offences” Dr. Kakkilaya demanded.

Bengaluru (PTI): In an effort to end the logjam over the Governor's address that has stalled proceedings for the past week, Karnataka Assembly Speaker U T Khader on Wednesday ruled that legislators should not discuss Thaawarchand Gehlot or his conduct in the house, saying such debates send the wrong message to the public.

The House has witnessed repeated disruptions and adjournments since the session began on January 22 over the issue of the governor's conduct.

During his address to the joint sitting of the Karnataka legislature on January 22, Gehlot read out only three sentences from the 122-paragraph speech prepared by the state government.

The speech included criticism of the Centre for replacing the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) with the Viksit Bharat–Guarantee for Rozgar and Ajivika Mission (Gramin) (VB-G RAM G), portions of which the governor declined to read.

Concluding his address in about two minutes, the governor left the house, triggering a commotion as Congress legislators attempted to gherao him and raised slogans.

While the opposition BJP accused the ruling Congress and its ministers of "insulting" the governor and demanded action, the treasury benches countered by claiming the governor had "insulted the National Anthem by leaving before it was played."

The house again witnessed heated arguments on the issue earlier in the day, leading to adjournment.

During the interruption, Khader held a meeting with ministers and opposition members to resolve the impasse.

When proceedings resumed, the speaker delivered his ruling.

Referring to the events of January 22 and the subsequent debate, Khader said the conduct and discussions had conveyed the wrong message to the public.

"Our conduct as members of this House and the opinions expressed must be in good taste and in accordance with constitutional provisions. They must uphold the dignity of the House and its members. We must introspect in this direction," he said.

He stressed the need for caution to ensure that such incidents are not repeated in the future.

"Let us end this matter here, continue the discussion on the motion of thanks to the governor, and refrain from discussing the governor or his conduct in this house," the speaker said.

Leader of the Opposition R Ashoka said the house should express regret over what he termed an "insult" to the governor.

Responding, Chief Minister Siddaramaiah said the situation would not have arisen had the governor read out the entire address.

"Asking the house to express regret is not appropriate. Why did the governor leave even before the National Anthem was played," Siddaramaiah asked.

BJP MLA S Suresh Kumar reminded Siddaramaiah that as Leader of the Opposition in 2011, he had asked then Governor Hansraj Bhardwaj to curtail his address.

Bhardwaj had subsequently placed the address on the table of the house, requesting members to treat it as read.

Siddaramaiah said the situation in January 2011 was different from the present one.

The debate grew intense, leading to another adjournment of the house.
