Bengaluru violence: State govt to approach High Court to make culprit pay for damages
Bengaluru: The Karnataka government on Monday said it has decided to approach the High Court for appointment of 'Claim Commissioner' for the purpose of assessment of damages caused to private and public property during last week's violence in the city, and recover the costs from the culprits.
It said stringent action has been initiated against those responsible for the violent incidents including invoking the Unlawful Activities Prevention Act (UAPA).
Chief Minister B S Yediyurappa chaired a meeting with Home minister Basavaraj Bommai and senior state government officials today.
"Our Govt has decided to assess the damages caused to public & private property in the violent incidents in KG Halli & DG Halli & recover the costs from the culprits. We will approach Hon'ble High Court for appointment of Claim Commissioner as per Hon'ble Supreme Court order," Yediyurappa tweeted.
"Stringent action has been initiated against the culprits of DJ Halli and KG Halli violent incidents including invoking of the Unlawful Activities Prevention Act - UAPA Act," he said in another tweet.
The state government had last week decided to recover the loss caused to public and private property during the violence in parts of the city on August 11 night, by making rioters pay for it.
"It was resolved in the meeting to approach the High Court for appointment of Claim Commissioner as per the order of Supreme Court for the purposes of assessment of damages caused to private and public property and for recovery from the culprits," the Chief Minister's office said in a statement.
The Chief Minister was briefed by the officers about the stringent action initiated against the culprits of D J Halli and K G Halli including invoking the UAPA, it said.
The meeting was attended by Chief Secretary T M Vijay Bhaskar, Advocate General Prabhuling Navadagi, Additional Chief Secretary (Home) Rajanish Goel, DGP Praveen Sood, Bengaluru Police Commissioner Kamal Pant and other senior police officials.
Stating that a Special Investigation Team has already been formed to investigate the incident in a thorough manner, the CMO said a team of three special public prosecutors would be appointed for conducting the cases.
"The invocation of Goonda Act will also be considered by the SIT in the cases wherever the provisions are attracted," it said.
The violence in D J Halli and adjoining areas on August 11 night was unleashed by hundreds of people over a purportedly inflammatory social media post allegedly put out by P Naveen, a relative of Pulakeshinagar Congress MLA R Akhanda Srinivasa Murthy.
The MLA's residence and a police station at D J Halli were torched by rioters who also set many police and private vehicles afire, and looted the belongings of the legislator and his sister.

Udupi: Two men from Belthangady awarded life imprisonment for attempt to murder a woman in 2022
Udupi: Two men from Belthangady have been sentenced to life imprisonment by a court in Udupi for attempting to murder a woman in Manchikumeri in 2022.
The sentenced men, Mithun and Nagesh Poojary, are learned to have attempted to murder Sumathi, wife of Ramanath Rai, a resident of Manchikumeri, who had a Nandini Milk Parlour at Tiger Circle, Manipal.
On February 18, 2022, Sumathi was reportedly alone at home when, at around 7 pm, Mithun, learned to be her nephew, and his friend Poojary came to the house. As Sumathi opened the door, the duo barged in and tried to strangulate her with an intention of murdering her. Sumathi reportedly lost consciousness under the attack.
The men packed her body in a sack and were then putting the sack into a suitcase to carry the body out, when they noticed that Rai and neighbours had arrived. They are learned to have opened the door when Rai knocked the door and then tried to escape. They were, however, caught by the neighbours and handed over to the police.
Further, Sumathi was found by the group in an unconscious state inside the suitcase in the house. She was rushed to the Manipal Hospital and learned to have recovered after a week of medical treatment.
A case had been registered at the Manipal Police Station.
The Udupi Principal District and Sessions Court judge Kiran S Gangannavar, who heard the case, has declared both Mithun and Poojary guilty in the case. He has awarded them life imprisonment, fined them Rs 20,000 each and, under Column 325, sentenced them to rigorous imprisonment of 5 years and fined them Rs 5,000 each.
Judge Gangannavar has directed that, of the fine, Rs 45,000 be handed to the attack victim Sumathi as relief.
Jayarama Shetty represented the government as Public Prosecutor.
