CCTV installation rules only at draft stage: LG's office
New Delhi, July 29:The Delhi Lt. Governor's office on Sunday said the rules related to CCTV installation are only at a draft stage and it prescribed a reporting mechanism for camera installation, not a licensing mechanism.
In a statement released on Sunday, the office said some misconception is being spread about the rules for regulation of installation of CCTVs, and the rules, only at a draft stage, have been put out for public suggestions/objections and feedback by the Committee formed under the Principal Secretary, Home.
"The fact that more than two lakh cameras have already been installed in the city without coordination, highlights the need for a proper framework and information mechanism so that all CCTVs in public places installed in Delhi work optimally with a common objective of law enforcement, women safety, prevention and investigation of crimes and balance the same with the need to protect privacy while ensuring clear responsibility and accountability for all CCTVs installed including for images and data stored," it said.
"There have been reported instances of misuse of CCTVs for intrusion on and compromises with privacy of individuals. The use of the surveillance camera system should not be permitted to become a tool to violate privacy of individuals which has been held to be a fundamental right by the Supreme Court," it added.
Chief Minister Arvind Kejriwal on SundayAhad called RWAs and Market associations from across the city to interact with them over the installation of CCTV Cameras in the national capital.
During the public gathering, Kejriwal tore the report of a committee, formed by Lt Governor Anil Baijal, which suggested that the Delhi Police will be the custodian of all CCTV cameras in public spaces in the capital, including ones to be installed under AAP government's CCTV project.
He also said he will sign on the CCTV file on Monday in which he will ensure that the cameras are installed at a location approved by the public without any licence required.

Surat LS candidate Nilesh Kumbhani whose nomination form was rejected suspended from Congress
Ahmedabad, Apr 25: The Gujarat Congress on Friday suspended from the party for six years its Surat Lok Sabha candidate Nilesh Kumbhani, whose nomination form was rejected over discrepancies leading to the BJP's Mukesh Dalal getting elected unopposed.
A statement from the Congress said the party's disciplinary committee decided to suspend Kumbhani after thorough discussion, adding it had come to the conclusion that the nomination form was rejected due to gross negligence on his part or "in connivance with the BJP".
"To be fair to you we have given time to you to explain your case but instead of coming before the party disciplinary committee you have gone incommunicado. After your form was rejected by the authorities, BJP went ahead and got form of other eight candidates withdrawn. This has deprived people of Surat their voting rights," the Congress disciplinary committee headed by Balu Patel said.
"People of Surat and party workers have become very angry due to your action and are expressing their anger in different ways. The Congress party has decided to suspend you for six years from the party," the press note said.
Kumbhani's nomination form was rejected on April 21 after his three proposers submitted affidavits to the district returning officer claiming the signatures on the document was not theirs.
The nomination form of Suresh Padsala, the Congress' substitute candidate from Surat, was also invalidated on the same grounds.
In his order, Returning Officer Sourabh Pardhi said the three nomination forms submitted by Kumbhani and Padsala were rejected after prima facie discrepancy was found in the signatures of the proposers and they did not appear to be genuine.
Kumbhani, a former corporator from Surat, had unsuccessfully fought the 2022 Assembly polls from Kamrej there.
The Bharatiya Janata Party's Mukesh Dalal was elected unopposed from Surat Lok Sabha constituency on April 22 after all other nominees, including one from BSP, withdrew from the fray one by one on the last day of withdrawing papers.
