R&AW chief meets Nepal Prime Minister Oli
Kathmandu:Research and Analysis Wing (R&AW) chief Samant Kumar Goel paid a courtesy call on Prime Minister K P Sharma Oli and said India will not allow interruption in the friendly bilateral relations with Nepal and resolve all outstanding issues through dialogue, according to a top Nepalese official on Thursday.
His visit comes ahead of the upcoming official trip of Indian Army chief Gen. M M Naravane to Nepal in the first week of November.
Goel called on Prime Minister Oli at his official residence at Baluwatar on Wednesday evening, the premier's press advisor Surya Thapa told PTI.
During the meeting, Goel "expressed his views regarding not to allow interruption in friendly relations between Nepal and India, resolving all the outstanding issues through dialogue and continuing mutual cooperation," Thapa said.
Sources here said the chief of India's external intelligence agency is also expected to meet chiefs of different security agencies in Nepal, including the Nepalese Army, during his visit.
The ties between the two countries came under strain after Defence Minister Rajnath Singh inaugurated an 80-km-long strategically crucial road connecting the Lipulekh pass with Dharchula in Uttarakhand on May 8.
Nepal protested the inauguration of the road claiming that it passed through its territory. Days later, Nepal came out with the new map showing Lipulekh, Kalapani and Limpiyadhura as its territories.
In the midst of the row, Gen Naravane said that there were reasons to believe that Nepal objected to the road at the behest of "someone else", in an apparent reference to a possible role by China in the matter. The comments triggered angry reactions from Nepal.
India too had published a new map in November 2019 showing the areas as its territories.
After Nepal released the map, India reacted sharply, calling it a "unilateral act" and cautioning Kathmandu that such "artificial enlargement" of territorial claims will not be acceptable to it.
In June, Nepal's Parliament approved the new political map of the country featuring areas which India maintains belong to it.
In its reaction, after Nepal's lower house of parliament approved the bill, India termed as untenable the "artificial enlargement" of territorial claims by the neighbouring country.
India said Nepal's action violates an understanding reached between the two countries to resolve the boundary issues through talks.
Prime Minister Oli has been asserting that Lipulekh, Kalapani and Limpiyadhura belong to his country and vowed to "reclaim" them from India.
The Lipulekh pass is a far western point near Kalapani, a disputed border area between Nepal and India. Both India and Nepal claim Kalapani as an integral part of their territory - India as part of Uttarakhand's Pithoragarh district and Nepal as part of Dharchula district.

Police detain father of juvenile involved in Pune car accident
Pune(PTI): Police have detained the father of a 17-year-old boy allegedly involved in a car accident that killed two persons in Maharashtra's Pune city, an official said on Tuesday.
The Porsche car allegedly driven by the 17-year-old, who the police claim was drunk at the time after consuming liquor at a bar, knocked down two motorbike riders in Kalyani Nagar area here in the early hours of Sunday, causing their death, as per officials.
"We have detained the teenager's father from Chhatrapati Sambhajinagar and he is being brought to Pune and will be arrested in the case registered against him," Commissioner of Police Amitesh Kumar said.
Police had registered a case against the teenager's father, a real estate developer, under sections 75 and 77 of the Juvenile Justice Act, and against the owners and staff members of the bar establishment for serving alcohol to an underage person.
The probe in these cases has been transferred to the crime branch, an official earlier said.
Section 75 deals with "willful neglect of a child, or exposing a child to mental or physical illnesses," while section 77 deals with supplying a child with intoxicating liquor or drugs.
According to the FIR lodged in connection with the incident, the man, despite knowing his son did not have a valid driving license, gave him the car, thus endangering the latter's life, and allowed him to party even as the father knew that he consumes liquor.
A group of friends were returning on motorbikes at around 3.15 am on Sunday after a party when the speeding Porsche hit one of the motorcycles at Kalyani Nagar junction.
The two riders -- Anis Awadhiya and Ashwini Costa, both 24-year-old IT professionals and hailing from Madhya Pradesh -- died of their injuries, police said.
The teenager was subsequently produced before the Juvenile Justice Board which granted him bail hours later. It also directed him to visit the Regional Transport Office and study traffic rules, and submit a presentation to the Board within 15 days.
"The CCL (Child in Conflict with Law) will write an essay of 300 words on the topic of road accidents and their solutions," the order read.
According to police, a case has been registered against the youngster under section 304 (culpable homicide not amounting to murder ) of the Indian Penal Code and provisions of the Motor Vehicles Act.
The police on Monday said they will move a higher court for permission to try the teenager involved in the accident as an adult.
