Belagavi: The Karnataka Groundwater (Regulation and Control of Development and Management) (Amendment) Bill-2024, which had earlier received approval in the Legislative Assembly, was passed in the Legislative Council on Tuesday.
During the discussion, BJP Legislative Council members Govindaraju, Dr. Dhananjaya Sarji, Naveen, C.T. Ravi, and N. Ravikumar emphasized that the bill should prioritize farmers' welfare. They pointed out that while regulations on borewell drilling exist, the bill should incorporate modifications to ensure better implementation and suggested a re-examination before finalizing the bill.
Congress member Ivan D'Souza proposed holding implementing agencies accountable for any loss of life resulting from borewell drilling, advocating for punitive measures. Similarly, Congress member Umashree argued that the agencies responsible for drilling should bear financial losses and compensate landowners for damages caused during the process.
In response to the members' suggestions, Leader of the House and Minor Irrigation Minister N.S. Bosaraju urged the Council to approve the amendments, assuring that the bill aims to regulate groundwater usage effectively. Following his request, the bill was passed by a voice vote.
