Bengaluru: The Karnataka government is exploring the possibility of implementing One Time Password (OTP) verification for PAN cards during land transactions to prevent fraud. Revenue Minister Krishna Byre Gowda made this announcement while piloting the Karnataka Stamp (Amendment) Bill in the Legislative Assembly.

Explaining the verification during the sale deed, the minister noted that the verification was being carried out through Aadhaar and PAN cards and passports, as reported by Deccan Herald on Wednesday.

He highlighted that while Aadhaar verification already uses the OTP system, fraudsters often provide fake PAN cards to bypass the system. To address this, Gowda mentioned that he had requested access to the Income Tax Department's database for authenticating PAN cards, with the department giving an oral agreement.

The minister further elaborated that, at present, 46 percent of transactors use Aadhaar cards for verification, another 46 percent rely on PAN cards, while the remainder use passports.

Gowda stated that the proposed amendment to the bill would also introduce digital execution of deeds, along with digital signatures and digital stamps, DH added.

The bill was unanimously passed in the Legislative Assembly.

The Assembly also passed the Registration (Karnataka Amendment) Bill, which requires the registration of General Power of Attorney (GPA) for the transfer of immovable properties. Gowda opined that the bill would help resolve the ongoing issues related to fake GPAs being produced to cheat original landowners.
