Karnataka's proposed anti-conversion bill likely to have penal provisions
Bengaluru (PTI): The proposed anti conversion bill that the BJP government in Karnataka is likely to introduce during the ongoing winter session of the state legislature, is expected to have penal provisions, and it may also insist that the persons who wish to convert to another faith file an application before the Deputy Commissioner two months prior.
Also, the person who wishes to convert is likely to lose the religion of his or her origin and facilities or benefits attached with it, including reservations; however, one is likely to receive the benefits entitled to in the religion he or she converts to.
"The anti conversion law that we are bringing, is not aimed at targeting any particular community, we are bringing it within the framework of law, it is there in the article 25 of the constitution that there cannot be forced conversion, but, there was no penal clause if such conversion takes place," Home Minister Araga Jnanendra pointed out.
Speaking to media persons in Belagavi, he said, "We are bringing punishment, penalty provisions (for forced conversion). One who wants to convert should submit an application two months prior to the Deputy Commissioner, also the person performing conversion will also have to apply. Those who are converting will have to lose the religion of their origin and facilities or benefits attached with it."
The government is likely to table the anti-conversion Bill during the winter session of the state legislature that began on Monday in the border district of Belagavi.
Chief Minister Basavaraj Bommai on Monday said that the anti conversion bill is before the Law department's scrutiny committee . Once cleared it will come before the cabinet and thereafter will be introduced in the legislative assembly and council.
State Congress President D K Shivakumar said his party is completely opposed to the proposed anti conversion bill, calling it anti-constitution and warned that it will be detrimental to the interest of the state.

Bihar hooch tragedy toll rises to nine as three more persons die
Motihari (PTI): The toll in the hooch tragedy in Bihar's East Champaran district rose to nine on Sunday after three more people who had consumed spurious liquor died, officials said.
The first death was reported on Thursday, they said.
A total of 15 people have been arrested in connection with the deaths in the Turkauliya and Raghunathpur areas of Motihari, District Magistrate Saurabh Jorwal said.
A case of murder has already been registered on the basis of complaints filed by the family members of the deceased, police said.
Jorwal said one person is still in the hospital and his condition is reported to be critical.
"Seven persons have already been discharged after treatment," he told PTI.
"The bodies of the deceased have been sent for post-mortem examination. The exact cause of the deaths can only be known after the reports arrive," he said.
The SHO of Turkauliya police station has already been suspended on charge of dereliction of duty, and a special investigation team has been constituted to probe the incident, officials said.
The deaths have led to a political slugfest in the state, where the sale and consumption of alcohol has been banned since 2016.
