Prima facie RCB is responsible for the gathering: CAT blames IPL team for June 4 stampede
Bengaluru (PTI) : The Central Administrative Tribunal (CAT) on Tuesday observed that the Royal Challengers Bengaluru are "prima facie responsible" for the stampede outside Chinnaswamy Stadium on June 4, which led to the death of 11 people.
Nearly 2.5 lakh fans thronged the MG Road and Cubbon Road areas near the stadium after RCB announced a victory parade from the Vidhana Soudha and a fan engagement programme at the stadium to celebrate the team's maiden IPL triumph.
"…therefore, prima facie it appears that the RCB is responsible for the gathering of about three to five lakh people. The RCB did not take the appropriate permission or consent from the Police," the CAT noted.
"Suddenly, they posted on social media platforms and as a result of aforesaid information the public were gathered," added the CAT in its observation.
The RCB had posted in its social media handles about the parade and the fan engagement on the morning of June 4, and the Tribunal noted that the police department did not have sufficient time in its hands to manage such a large gathering at such short notice.
"Because of shortage of time on 04.06.2026, the Police was unable to do the appropriate arrangements. Sufficient time was not given to the Police. Suddenly, the RCB created the aforesaid type of nuisance without any prior permission.
“Police personnel are also human beings. They are neither "God" (Bhagwan) nor Magician and also not having the magic powers like "Alladdin ka Chirag" which was able to fulfil any wish only by rubbing a finger," the CAT observed.
The RCB management was not available to make a comment on this development.
Earlier, charges were pressed against RCB and the Karnataka State Cricket Association with regard to the tragic events, leading to the resignation of KSCA secretary A. Shankar and treasurer Jayaram.

KSRTC to run 1000 special services to clear Christmas rush
Bengaluru: The Karnataka State Road Transport Corporation will operate 1000 additional special services in view of the Christmas festival.
In addition to the existing schedule, the special services will run on 19.12.2025, 20.12.2025 and 24.12.2025. Further, special buses will be operated from various places of intra & Interstate places to Bengaluru on 26.12.2025 & 28.12.2025.
Special buses will be exclusively operated from Bengaluru Kempegowda Bus Station to Dharmastala, Kukkesubramanya, Shivamogga, Hassan, Mangaluru, Kundapura, Shringeri, Horanadu, Davangere, Hubbali, Dharwad, Belagavi, Vijayapura, Gokarna, Sirsi, Karwar, Raichur, Kalaburagi, Ballari, Koppala, Yadgir, Bidar, Tirupathi, Vijayawada, Hyderabad and other places.

Special buses from Mysuru Road Bus Station will be exclusively operated towards Mysuru, Hunsur, Piriyapatna, Virajpet, Kushalanagar, Madikeri.
The corporation has also announced a discount of 5 per cent on the fare if four or more passengers book tickets under a single reservation. A discount of 10 per cent will be extended on return journey tickets if onward and return tickets are booked simultaneously.
In addition to the above, special buses will be operated from all Taluk/District Bus Stands in the jurisdiction of KSRTC based on the traffic needs.
